"We want you to perform the duties of a valentine agent," he told Hikaru, "She's the target."
Valentine agent is basically an agent who seduces a target for information or whatever. In this case they want Inori under better control, since, well, she just walked out of a meeting she was supposed to have, and does things like that at times.
