The Unknown slowly walked down the street, cracking his knuckles as he looked around. This was a country heavily populated with Riders according to The Illusion, and yet he had yet to encounter a single one... There were a lot of people on the street, any one of them could be an enemy. "Illusion, recommend a Rider to create chaos," The Unknown spoke into his headset.
"Very good, sir. My personal recommendation is Den-O. However, another good option might be Kuuga if you wish for something more versatile. You want to be seen, so refrain from Kabuto or Gatack. If you wish to create panic, Ryuki's Attack Vent would definitely create a scare, sir," The Illusion answered.
The Unknown nodded, smirking. He walked into an alleyway, and all that could be heard was the sound of cards ejecting and someone transforming. A moment later, out walked Kamen Rider Kuuga. He cracked his knuckles and looked around. Letting out a maniacal roar, he punched a street light, laughing as it fell down onto a crowd of people. While the remaining civilians screamed and ran, Kuuga looked for a way to cause more devastation.

Akira was sitting on a park bench ignoring the screams of the people around him. "Must be a tradition!"

Perfect idea GET! Kuuga grabbed the street light, promptly turning it into a giant sword. He let out another roar as he swung it toward passersby, creating the perfect harmony of fear and chaos (hahaha, get it? Creating the harmony of chaos?) He stampeded around, swinging the giant sword and roaring like a demented child.

Kuuga launched the sword, flinging it toward a park bench, before kicking at a car for a moment. He looked around. Aaaah, look at all the people screaming. He laughed to himself. All of this beautiful chaos. All that was missing was a Kamen Rider to slaughter.

The cops appeared, armed with guns. Cool stuff. Kuuga laughed as they opened fire, the bullets not even harming him, bouncing off of him like small fires from a fire cracker. He grabbed a fallen metal pole, which morphed into a sword, and charged at the cops, slashing at the nearest one. "Bloodshed everywhere!"

Joel had been riding around for a while preparing for his next job when he heard a commotion. Curiosity got the better of him and he went over to take a look. All that greeted him was a scene of wanton destruction, a lone Rider cutting down the local authorities right in the middle of all of it.
Damn, why do the Riders in this countries make my work so difficult!?
"Henshin!"
Much as he did not want to stand out so much, having negativity placed upon Riders as a whole does not sit well with him. Charging forward as his armor formed, he gave the Rider a flying kick square on the shoulder knocking him away from his would be victim.
"Get the hell out of here!" He shouted to the authorities as he turned back to face the Rider who was unfazed.
"Asshole, what the hell do you think you are doing!?"

Kuuga let out a demonic chuckle, lifting the sword. "Kamen... Rider! I've got you!" he declared, charging for Joel. He swung the sword, aiming for Joel's neck.

"I think I should help?" Akira would take out his Blade-gun and reloads it. He would start firing at the Rider. At the same time the Dino brace would appear on his wrist.

Joel ducked as the shots from Akira whizzed past his head to hit the Rider, stopping his attack. Lunging forward in a step, he slammed his foot on the ground and struck the Rider's chest with both palms.

Kuuga roared as the bullets made contact, only serving to anger him. When the chest-push connected with him, he roared louder and grabbed a fallen piece of wood, which morphed into a sword. He made for a powerful swing toward Joel's head with the wooden sword.

Joel sidestepped to avoid being hit by the shots while whipping out the Edge Impulse and held it out to stop the sword in case the Rider is not interrupted.
For good measure, he threw a kick at the mid rim of the Rider.

Kuuga quickly jumped away from Joel before his attack hit. He turned toward Akira and made for a bum-rush toward Akira, swinging the makeshift sword in his hand.
