How many times must something happen for it to be "usually"? Because over the course of Super Sentai, only twice has Black and Green come at the same time to a team; Once with Liveman and once with Go-ongers. Rio and Mele don't count because they don't have proper ranger suits.
Logically, the leader would be either Cyclone or Joker, because they're the "Signature" memories. But Not having a power isn't a very leader-y quality, and Cyclone has both a power AND something on the armor the others' lack in the form of a scarf, like the armor on Dragonranger, Kibaranger, Kingranger, etcetera.
So it'd be more logical to start with Red (Leader), Blue, Yellow, then Black and Silver, and add the SUPER SPECIAL BUTTERFLY Green afterwards with it's scarfs. That gives your main 3 varied powers that could even be used as civilian powers, leader has a "leader-y" power, Blue can be "cool" and Yellow can be strange in some unexpected way; Black and Silver are both martial artist-y and cover each others' weaknesses well, and Green has something no one else does on his suit in addition to the civillian power potential or otherwise a power that matches the leader's, making him the team's new "trump card" the way all 6th's usually are.

I'd think make Cyclone (even if he's the only one with a scarf) as one of the core members, rather than the Sixth, and then utilize Fang for that, since he has a noticeable difference.

Theoretically, you could do two even teams, and have it go Red/Yellow/Blue then Green/Black/Silver as two "units" with Fang working as the Commanding Officer, like DekaShadow, giving each of the six civilian powers in this blend, as "obvious":
Fire/Elasticity/Perfect Aim/Wind/"Force" manipulation/"Made of Iron". Or so.
Because while the Cyclone memory claims "high" speed, it never really reaches the level of the likes of Bashaa form on water, much less Faiz Axel or Clock Up.
