Overview: Xavius is just typical psychopathic tree-hugging terrorist who has a small habit of arson. He's dangerously unstable and unpredictable - even often being a threat to his own Equinox teammates. He is convinced that the only way to save the planet is to stomp out the human infestation or in his case burn them all to cinders. Like the mighty phoenix, he hopes for the world to rise again from the ashes of human civilization.
Xavius is a very loud and playful extrovert. He loves being around people even his goal is to wipe them all out. Even when they're not on missions to screw with the various Super Sentai, he'll try to hang out with his fellow teammates (though this will usually consist of him being a huge nuisance to them as he just loves to get on people's nerves).

History
Xavius Rommel (real name unknown) was born on a rather large fishing boat in international water. I say fishing boat, but in reality it was transporting illegal immigrants from all over the world to the United States. Xavius' mother was a poor woman from some small European country who always dreamed of living the life of luxury she believed everything single person lived in the States.
The father of her child, however, had stayed behind in the home country. He did not like change - not at all. He was born in his small village and he would die in his small village. He forbid her from leaving, but one night as he slept she snuck out with her unborn child and boarded the ship - only to give birth sometime out at sea.
The ship attempted to pass unnoticed as it reached the shore, but Xavuis sudden wailing alerted the Naval ships in the area. Little Xavius and his mother managed to escape on a lifeboat with a few few other illegal immigrants before arriving in the state of Florida.
Xavius grew up in her poverty. His mother didn't get to live the life of luxury like you always dreamed and died when he was only fifteen. Xavius was left alone and homeless as he was evicted from his home for failing to pay the rent. He took to wandering the country then, hoping to find a place he could truly call home.
He eventually found himself in the city of sin, Las Vegas at the age of eighteen. He joined a gang of ruffians who enjoyed stealing and causing destruction. He eventually defeated the leader in combat, proclaiming himself their new leader. He and his gang had a good three year run until the law finally caught up to them.
Xavius spent the ten years in prison. He spent a lot of time in solitary for causing trouble and picking fights. The solitude drove him insane so insane that he shanked a guard several times, killing him, before attempting his escape. He was shot in the back by another guard before even making it out the building.
His body was thrown into a furnace, per his will, but that wasn't quite the end of his story. No, it was only the beginning.....
To the horror of the guards watching his body burn, he began to crawl out of the furnace - a strange belt wrapped around his waist and a card clutched in his hand.

That's darker than I imagine for the revival. Then again, it fits considering the dark tone.
