Return of the Sky Ninja [Open]

Josuke had left behind his hotel some time ago; he would return to it once the sun set and night had overtaken the sky, but for now he had places to check. Earlier, before he had left his room in the hotel he was staying at, he had made contact with INTERPOL--leaving them a message concerning his sudden disappearance from Headquarters. Josuke would inform them that this was not an act of abandonment for the Organization, but rather a Personal Investigation into something relating to several cases that INTERPOL had begun to collect files of.
What cases? Well two in specific: the first was concerning a new act of rebellion in Japan against the Emperor of Japan--this one being the one that was personally connected with Josuke. The other, was concerning the criminal organization known as CIPHRA that had become more active in the past few months than ever before, and was claiming many lives with their hostile acts of terrorism throughout the world. There had been reports of a strange man--possibly connected to CIPHRA--being spotted amongst Japan.
Josuke only hoped that his superiors understood his reason for leaving Headquarters, once he returned after this was over he would carry out his next mission with utmost loyalty. For now however, he had to focus on what was before him. Josuke's homeland was very well threatened and he wouldn't let that stand. He dug his hands deep into his pockets, pulling out a box of cigarettes, staring at it most expressionlessly as he made a sigh.
"These things will kill me one day." He seemed to mumble, opening the box he pulled out one of only a few remaining cigarettes. Sticking the butt of it in-between his chapped lips--thank you Winter--he went into his other pocket to pull out his golden lighter. The lighter was branded with the decal of a shuriken on it--the same shuriken that was marked on Josuke's jacket. Another memento of the past, as he saw it, flicking it open to light his cigarette. With the cigarette now lit, he smoked it calmly as he looked up at the sky, the sky was becoming a beautiful orange color as evening was upon the nation.
"So, where do I begin..?"
