Posting Etiquette- Frequency and Post Order

Okay, so, I know that I'm one of the new members and all, and that may not count for much; but I have been on rp boards for years, and I have never seen a problem as bad as I feel I need to address now.
I have noticed a disturbing trend among some of the players on this board that I frankly find quite rude. This has come in many flavors, but I feel needs to be addressed as a whole: I am talking about posting frequency and being respectful for posting order.
I've seen this so far come in two forms myself so far.
When someone makes an introductory post in an open thread, the ones already in the thread continue to post without giving mind to the idea of giving the new entry to post and respond. When someone enters a thread, a new posting order is established and should be respected. Time must be given for the other person to post. Not just a few minutes or hours, but a couple of days at most is ample polite time to give them a chance, since there are players here that have other real life stuff that needs tending.
Another example is very similar, in which thread characters have been established, but people will cut in and post again immediately without giving another main player time to react. While it can be understandable to want to respond to something someone does/says immediately, it should hold if another player has yet to react to something currently happening to them that would need to react in that time frame.
As role players, you have to respect each other's right for equal participation. When someone's post is ignored, or people don't give other players a chance to respond, it discourages the player from wanting to participate at all, and I think that's the exact opposite of what this forum is about.
Therefore, I must HIGHLY encourage that some rules on posting limit and order are put into effect in order to give an equal opportunity for participation. Left unaddressed, this can become a more widespread problem that can discourage players from participating at all.
These are the rules I recommend:
Please, please consider my words here. I'm not asking for anything too strict- just SOMETHING to nail in opportunity for equal participation. The rules listed above are almost exactly what were used on the boards I was on before, and has worked to great success without discouraging roleplaying participation.

These are the rules I recommend:
- Respect must be given to post order, in accordance to the order of how people enter the thread. You can only post again once everyone else participating a thread has posted once. The exception being when something needs to be addressed by another player immediately after a particular post. This usually applies only in conversation. If someone posts in responds to something like this, it can only be done once per posting round, to allow chance for others to still respond and participate.
- Players should be given 3 days in order to respond to a particular thread and maintain post order. This amount of time to allow for when something in real-life may prevent someone from posting that day, and allow for things such as those that work, etc.
- If a player decides to pass a round of posting, or goes over the 3 day wait limit, another round can be taken, skipping said player. Then the 3-day waiting period in enacted again. Do bear in mind, however, that this can change according to sudden real-life situations. Use your best judgement here, and always try speak with the skipped player in question first before continuing the thread without them.
- A player can choose to hold or 'pass' a posting round, in case they feel no need to react in turn, or immediately. Regular posting order resumes next round, after everyone has posted once, or the person holding their action decides to pass. (A forum I used to regular used a thread ooc section for this, to keep it organized a bit better for when people aren't online to see the chat bar.)
