With all the rampaging monsters and dangerous super criminals out in the world the United Nations decided to step up and try a new approach at cleansing the world of evil.
They commissioned the super global think tank The Collective to build a special prison to house these so called metahumans - the globe orbiting space prison Purgatorio. Shuttles stationed in several parts of the world would fly up committed criminals far too dangerous to keep on the planet anymore once the station passed over that part of the world. Until then they are housed in a special temporary holding facility located under the various shuttle stations.
When you picture Purgatorio, picture a cross between the space station from Power Rangers Lost Galaxy and Arkham City. So it's basically a dark metropolis crawling with criminals, both "normal" and super powered - in space!
The staff of the shuttle stations are human, but the Purgatorio staff are all fully functional androids except for the Execution Squad. The Execution Squad Ohranger are not your run of the mill Sentai. They're not nice guys and have been given the right by the Warden (Kingranger) to execute any criminal whose time they feel is up. Everybody is on death row on Purgatorio - its the first and last stop to Hell.
