Decades ago, Queen Victoria was being hunted by an alien werewolf. Being that it was an alien in Britain, the Tenth Doctor saved her life while causing a bit of havoc himself. After threatening to behead Ten seconds after knighting him, Victoria announced the formation of the Torchwood Institute.
Torchwood was intended as Britain's first line of defense against aliens. They protect the planet using reverse engineered and stolen alien technology, though some teams had sketchy methods. There was a Torchwood base in every country under England's control; Torchwood 1 in London, Torchwood 2 in Glasgow, Torchwood 3 in Cardiff, Torchwood 4 in Melbourne...
And Torchwood Five in Boston. Torchwood Five technically never got off the ground because it wasn't under Britain's direct influence, but the seeds were sewn after World War I when America and England became allies. After a while, the only teams left were Three and the fledgling Five. All Torchwood teams under the Queen's rule were shut down due to the 456 and Miracle Day incidents. With Sarah Jane no longer doing her alien fighting thing, only the Doctor is left to fight alien threats...
But remember, Torchwood Five is an AMERICAN team, meaning that they aren't under British rule. And so, Torchwood Five acted as Earth's last line of defense.
