The UFDA was founded in the 1980's, starting as a small group. They were funded from a private citizen, and created Rescue Force immediately, seeing a need for a team of elite rescue workers. From there, with more funding coming in with the successes of Rescue Force, more groups came up, including an offshoot of Force called Rescue Fire, Rescue Aero, and finally Rescue Aqua.
Currently, the UFDA headquarters is in Switzerland, overseeing all of their branches and offshoot organizations, with the heads of each organization usually residing in Switzerland and reporting to the head of the UFDA, visiting their actual groups only when needed.
