The year is 2007: two years have passed since the defections of Takeshi Hongo and Hayato Ichimonji. Shocker has been hunting them since then, and has also been working on other plans. Human modifications along with general terrorism tactics are their main goals and plans, and they have been going ahead with them in an attempt to eliminate the traitors.

Takeshi Hongo has been living a life as an aspiring professor, while he is unaware of what has happened to his ally, Ichimonji. Meanwhile other Kaizo Ningen are still being created, and have various purposes. Some fight for Shocker, while others attempt to follow the path of the two traitors and rebel against the terrorist organization.
