Last time it got out of hand. We have chosen to ban popular culture characters/people from appearing, and leave it as a Toku site.

I think this is kind of poorly worded, and now we have a better grasp on things.
No fictional characters, except from Tokusatsu series. So no comic characters, etc. That's what the intent of this was for.

As far as I see it, take this as the real world, but with the Toku heroes. So it's not just that you can't use the Doctor, you also can't use the TARDIS, or anything like that.
Homages, yes. Terminology, sure. We have a Precious based on a Shen Gong Wu (Xiaolin Showdown) and one to be based on Psychic Paper (even down to names in both instances).

Good question. Personally I believe that it doesn't just extend to characters, but also concepts of other fanbase, for example you can't have Halo organizations here. But you can have the Master Chief's suit under a different name used on a character, like I have for one of my Black Fang commanders.

'Concept' is kinda vague. The MJOLNIR suit would technically come under that, no? And homages could be argued, but I'm guessing that's what the SHIELD organisation on this site comes under.
To be more specific, I was wondering about using themes and possibly designs and such. Designs as in weapons, suits, vehicles and the like. Themes I can't really figure out how to explain, and the two most prominent ideas I have right now might be foreign to you guys, but like a day specific antagonist with empathetic weapons held by them (Keys to the Kingdom) or a team that could finish their fight if they simply got together to fight (Power of Five), etc.
Themes and ideas from other franchises not related to Toku, but altered and used in a toku context.
(And I'm just poking straws with this, if that makes sense, but Under Anchor isn't nessecarily part of the mix we have here. Toku, but a different kind of Toku.)

Toku is Toku, whether it be KS7 or a henshin hero. We just probably draw the line at Kaiju, like Godzilla.
You can use those things, yes, just rename and the like.
