Just had this idea. Essentially, it's the year 2020. In 2010, Jun Kazu actually managed to carry out the Gaia Impact, killing nearly the entire population of the world except for around 100 million people. Africa has been completely wiped out, and only major cities in other areas of the world survive. Foundation X assumes control of these cities and establishes a dystopian world monarchy, with Kazu as the leader (he needs a fancy title). Just about everyone, at birth, is given what is known as a Omni Connector, essentially a Bio Connector that'c compatible with any Gaia Memory. Gaia Memories are readily available in just about any Gaia Shop in the world.
By 2020, the world has fallen into near complete anarchy. With the exceptions of Gaia Cross, a huge ultra-futuristic city in China set up by Kazu as his perfect utopia, Tokyo, Paris and New York, each of which have evolved into similar megacities, the world is survival of the fittest. Gaia Cross's citizen's are essentially brainwashed, and there is no crime, poverty or disease within the city. Of course, by the law of conservation, it's fucking rampant everywhere else. Tokyo is governed by the Foundation, but it's owned by the powerful yakuza gangs packing powerful Memories. Paris is similarly owned by the mafia, and New York the mob. Gaia Cross takes up about a third of China's total area, Tokyo essentially dominates Japan's main island, New York has just about quintupled in size and the same goes for Paris. The area outside the cities, referred to as the Waste, is, for all intents and purposes, inhospitable. The land has been rendered infertile by the constant warring that occurred in the decade leading up to this, and roving armies of people live nomadically. For reference, think a Dothraki khalasar.
There is a global currency, called the Cross, in honor of Gaia Cross, which is essentially regarded as the capital of the world. The Cross is equal to about 5 USD or 3 British Pounds, for those who want a comparison. A Memory generally goes for about 100 Cross.
Kazu will most likely be a NPC, along with government staff in the major cities. The criminal bosses will be PC's, along with their Dragons and anything else applicable.

A bit more information. I will be playing Phillip, just for the record.
Kamen Riders and their technology is incredibly rare now, and Kamen Rider has been relegated to the realm of myths about the beautiful world before the Impact, as none have been seen ever since Double and Accel attempted to prevent the Impact. Both the original Double and Accel Drivers, along with a few Lost Drivers, were lost in the immediate aftermath of the Impact. The only person with the knowledge necessary to even begin to try and build a Rider System is Phillip, since he's the avatar of the True Gaia Memory.
All conventional weaponry is now Memory-powered. There are Memory revolvers, which resemble large revolvers. The chamber can break open similarly to a double-barreled shotgun to reveal a Memory slot, with the Revolver Giji Memory being the default Memory. Other Memories can be placed in for special effects. There are also Memory SMG's, which more resemble the traditional Memory Gun, like the Trigger Magnum, but are slightly larger. The SMG Giji Memory is the basic, and the Memory Slot is exactly where it was on the old gun. There are also Memory Assault Rifles, where the Memory Slot is on the stock just behind the handle, with the Rifle Giji Memory, and Memory Sniper Rifles, with the Memory Slot in the handle itself and the Sniper Giji Memory. There are swords and that kind of thing, but they can't be enhanced with Memories.
