Overview:
Storm is a man with a passion to protect Suito and its people. He comes off as a man with a cross between seriousness and a passion, along with a drive to help and protect the people of the city he was born and raised in. He sees beauty and imagination just as important as knowledge and intelligence. He’s a smart man, but not someone with an area of expertise. Just standard knowledge, really. He prefers art and the beauty of the individual’s heart and mind, seeing that as one of the most important things for people to have. He wants people to have their dreams and live them out, as he wants his dreams to occur and be lived out.
He believes that photography is one thing, and painting is another. That while photos capture the image and the beauty, painting can express the beauty of the individual as they see it.
He likes to swim a lot, when possible, is very overprotective of Mira, and often neglects his exercise, which Mira points out to him.

Henshin Sequence: He draws up a small rounded Driver with the center covered with the turbine of the belt. He puts it on his waist, letting the belt spin out to become complete. It begins to spin, sucking in water from either a nearby source, or from the moisture in the air. When enough is in, it stops, spewing out a sort of liquid that covers his body, forming his armor. His Henshin stance is that he pulls his right arm up and angled out, partially to his left; bending it slightly at the elbow, and bracing his left hand, bent towards his elbow, against his elbow with the back of the left hand. He has his right fingers curled a bit during this. It serves no purpose.

Fighting Style: He fights with a series of fast melee attacks, and uses the water whenever he has to, diving in and using it to conceal himself and power his blows.

Abilities: All stats increased, manipulation of water for the sake of powering himself when near large sources of water
Finisher(s): Oceanic Break; by absorbing vast amounts of water into his Driver, his leg glows with blue power. He slides forward, towards his opponent, giving an upwards kick imbued with the power of water.
Aqua Vortex; he absorbs large amounts of water and basically runs to the side, almost floating, coming in for an ovular attack from the far side.

History
Storm was born in Suito, his parents ran the inn called “Where Waters Meet”. A few years later his sister Mira was born, and they lived in the inn. They attended school in Suito and grew up there, living their lives in the city of water.
When he was five the work on the statue began. That’s when the Mirages started to appear, five years later, as it was nearing completion. At that time the Mirages began to rampage through the city unchecked, unable to be stopped. Many died, and there was a lot of damage.
His parents were a casualty, and Mira was gravely wounded. Storm only survived the initial rampages because he was out, and someone took him in and to a cellar where they could be safe and hidden. When it was over, a man had helped to stop the attack. A man called Kamen Rider Aqua. But during his attack against the Mirages, another Rider appeared, known as Poseidon. He helped repel the Mirages along with Aqua, and then vanished, leaving Aqua alone.
As Storm tried to pick up the shattered remnants of his life, he found Mira. Aqua came to them and did what he could for Mira, but it wasn’t much. The man made arrangements for the two to live elsewhere in Suito and continue their lives, and then vanished.
Mira would turn out to not be completely human. What Aqua did for her was something that it would take years for Storm to realize. She wasn’t entirely herself anymore. She was part of herself, and part Mirage. He didn’t know how it was done, but it was.
With the Mirages mostly gone, he was able to focus on life. He began to take an interest in art and photography, and in the end, when he was done with school, went and fixed up the inn and lived there again with his sister. They began to get it running again, and now operate it.
When he was twenty, Aqua returned. He trained Storm and entrusted his Driver to him, and then walked into the waters and vanished. Storm believes him dead, but is unsure about why he would walk into the waters like that. But now Storm is Aqua, and protecting Suito, while trying to help his sister, fearing what the Mirage qualities would do to her.
