The Arc of Kaitos makes her into Rise. There are two other "Arcs" in existence (name might be different for them). One allowing the user to become "Ghost", and the other into "Zephyr". Both are like the Arc of Kaitos and Rise; a sleeping power capable of rampaging, or being conquered by one strong enough of will, which Katsu lacks, hence the Arc's continued control over her. I was hoping to have one of the others be in full control and be someone capable of mounting a large threat, since the Arcs and their powers are incredible.
The three beings were entities that attempted to conquer in the past, but ended up as enemies instead of allies, and were sealed into the Arcs by the people of the time.
