No attack? Interesting. Simple enough. Jack smacked the sides of the belt together, and the belt spoke.
Kamen Ride... KIVA.
Then, rings of red energy echoed out from the belt. After a half-second of that, silver-grey liquid formed over the Kabuto armor, before Kiva resolved itself around him. He felt marginally slower, now. He pulled the belt open again, and slipped the second card in, waiting once more to see if the other retaliated to this revelation...

"I don't know what you are, but I know your belt and cards are important," he stated, "So clearly that's my target!" he shouted as he ran forward, keeping his arms at waist height, ready to be thrust upwards.

He had just enough room to hit the belt again, closing it around the card.
Form Ride... KIVA DOGGA
Chains encircled his arms and the crimson of his chest immediately, and broke away as Jack smashed his fists together in front of his chest. Violet armor formed underneath, increasing his bulk noticably. The armor itself had a very rigid, sturdy design.
"Now things get interesting." He said, waiting for Stronger's inevitable attack. He wanted to see just how mighty Dogga's power really made him.

That wasn't the same as before. He didn't like the guy's size, but threw an uppercut, twisting his body to give it power.

The uppercut flew straight up past the chest armor, into Jack's exposed chin. His head tilted back about two inches, the physical concussion quite pacified by the raw force of the Dogga form. Jack wasn't satisfied, and decided to press his luck a bit more.
"All you've got, Raidah?" English, again. If anyone would recognize and understand it, it was likely to be an Interpol agent. The accent sounded definitively like a native speaker. The exception was the inflection of "Rider" that made it sound like he was mocking the Japanese use of the otherwise English word.

He shouted and threw a hook for the man's head.

The hook smashed into him with the force of a major league pitch, but only succeeded in turning his head several inches. Jack knew just feeling how heavy his body was that he'd have to catch this guy with counterattacks to get anything done at this point, but the angrier he made him, the more likely that seemed to be possible.
The purple wing-shaped eyes turned back to Stronger, and a low smash from the right arm was launched at the rider's midsection. It had low wind-up, and so would be weaker than a more obvious attack, but it was hopefully out of Stronger's sight, attention focused high on the face.

He took the hit, letting out a grunt of pain. That hurt, it really did. This guy had power and defense, and that wasn't good, not at all.

He followed up with a sluggish right straight at the other rider's head. The slow punch speed showed the primary failing of Dogga form. He had one further weakness, though, that the original didn't. Unlike Kiva, he did not have the Dogga Hammer to throw around as a source of momentum.
He'd have to make due, on that front.

He managed to get his hand up and catch the fist in his left palm. It was hard to hold against, but he had a grip, at least. He pushed as hard as he could, but stumbled a little in the process, trying to get a punch in.

His attack deflected, clearly with some trouble, Jack regained a bit of that sense of excitement. Clearly, this guy was really strong, after all.
Even the punch in riposte actually finally hit for something resembling damage, as the now off-balance giant actually staggered, having to gain different footing under the blow. But this turn of his weight let him go for a more momentous punch, as he pivoted and put more force than agility into the blow. It would hurt, if it managed to connect.

Shigeru took it and was thrown back, landing on his back on the ground, cracking it under the impact. He rolled onto his stomach, groaning a little.
"Well, have fun while you can. I'm the strongest," he hissed.

"Can't hear you over the sound of me beating your face in." In English, again. He couldn't tell what the man had said, or if it had been Japanese or English. Jack did not relent. He moved immediately to follow up, trying to catch the other rider before he could recover.
If he could get close enough to catch the other Rider still prone, he'd move to pin the rider with his right foot, following that up with a smash to the back of the head.

Shigeru leapt aside and rolled towards a lightpost. He grabbed it and tore it from the ground with some exertion, swinging it for Jack with both hands.

Property damage? Next, this guy would find some way, somehow, to actually put the people watching at risk. Morons had it coming, really, he'd fired warning shots. He didn't bother dodging, he just jumped as high as he could manage. He grit his teeth and took the hit and rode it to range. He pulled the Ride Booker off his hip, and pulled the grip back out. He took aim, quite intent on doing a lot of shooting in a short period of time.
He opened fire, incredibly out of character for Dogga style.
