It wasn't like Dogga was cyphoning off electricity with each hit. Were Jack That familiar with the powers granted to Kiva by the Franken, it may be possible. But that would take dedicated practice, he was sure, and he didn't have the time for that yet; Other forms had abilities that would take much more getting used to.
But he was now certain he could at least go blow for blow even with this form for an extended period of time. The other's attack and defense were increased enough that the gap in their physical abilities was much closer, and neither could hurt the other with the lightning.
Which was, of course, probably going to rapidly boil over into overconfidence. But Jack simply shrugged, no longer fighting.
"Lets stop this here, for now. We're so very evenly matched, it might get too dangerous, to go any further." His tone was amicable but commanding, and his words were still crisp, fluent English.

"And if we stop? You could change forms again. You might be stalling in preparation for that, for all I know. Or something." His power might run out first, "You start firing randomly like this? I'm going to stop you."

"I think you want me to change forms. It'd serve you nicely to see more of my capabilities, wouldn't it?" He said with an implied grin. He gestured to the series of shots along the wall. Not a single one of them would have hit anyone who wasn't an NBA player, much less from the distance he'd fired. Though he didn't think the other rider would look anyway. Besides which, he would only use it as a distracted to escape, not to press the attack.

Anyone with eyes would notice how high those were.
Jack just watched, deciding suddenly not to leave just yet. He still had some things he could draw out of this rider. Information, perhaps.
"Rider, tell me, what are you called?" Simple enough, actually. And a start, if there ever was one, in gathering information on an enemy that was certainly not familiar to him.

"Strongest, huh? Hah." He simply shrugged wide, tilting his head. Certainly strong, but calling himself the strongest was quite funny. The whole gesture sang out the darkness in his heart; He was certainly no hero, even if he wasn't quite evil.

His eyes scanned the area, but at least his helmet didn't betray that. If he could get more electricity, he could use a lot more force.

And he could theoretically beat Dogga to any source of electricity, if he could find one. But that would in turn give Jack an opening.

This was perhaps a true battle. The first to move may tip their hand too far. Frankly, it was possible Jack would just escape if the other rider tried to power up once more.
